What is this tax credit all about ?
Named C2I (“Crédit d’Impôt International”, ie “International Tax Credit”), this tax credit applies to every foreign movie production company which intends to operate at least partly on the French territory, be it for the shooting itself, the special effects or any type of post production task.
It is selectively granted to the executive producer by CNC (“Centre National du Cinéma et de l’Image Animée” in French, a public institution in charge of fostering the local motion picture industry). It is based on a scale which determines the degree of connection between the film and French culture, territory and heritage.
Who can apply ?
CNC has issued a comprehensive list of criteria to meet, such as a minimum of five shooting days on the French territory.
What is considered as elegible expenditure ?
They include wages and earnings for authors, comedians, technicians and workers, both French and European, and related social contributions, in accordance with bargaining agreements in the industry and agreements on film or audiovisual production.
They also include suppliers, as well as transportation, accommodation and catering.
What is the amount of the tax credit on elegible expenditure ?
The tax credit can be up to 30% of elegible expenditure for a maximum of 30 million euro per project.
This amount must reach a minimum of 250,000 euro or 50% of the production budget if the latter is inferior to 500,000 euro.
What is the procedure ?
The producer can benefit from C2I only if the executive production is appointed by CNC, which implies a temporary agreement before an external auditor checks to see if the accountants followed the Generally Accepted Accounting Principles and looks for errors and fraud.
